Try the following:
In the main CC window, right click on a node on the right
Monitors > Add new Monitor > Use the wizard > Monitor serivces and processes > select your service
Here you can just next, next, next to the end, selecting alert template='Default - create ticket' and it will create a monitor.
This monitor will just create a ticket when the service fails.
You can create a new alert template which both mails and generates a ticket.
