Permission required for ScreenConnect.

What permissions are required for a user (not a contact) to see the ScreenConnect icon? So far I tried NOC Users and Help Desk Users. Neither one can see the ScreenConnect icon. Super Admin can but I don't want to give Super Admin to this user.
