Permission to view AV Manager, LT Manager, and Patch Manager

What user permission setting would I need to change in order to allow a user to view the "Managers" such as Patch Manager, AV Manager, LT Backup Manager, etc.

i tried the "Manager" checkbox and that didn't give it.

Right now as the default Users group none of those items show up.

Do I have to enable System Config permissions? that doesn't seem right.

Yes, I have had to enable System Config to allow access to these Managers.

Is the System Config permission still required for LT 2012 in order to use the Backup Manager?

Is there any alternate way to give a user permission to the LTBackup Manager other than System Config? I really don't want my users to have the ability to edit the system configuration or manipulate the audit logs. If this were not an issue, all of our users would be admins.
We try to delegate, one user to manage our backup manager and another user to manage our AV manager. Could there be a way to create a new User Class that could allow access to these plug-ins?

What's especially annoying is that now in 2012, regular users have access to Patch Manager and AV Manager but NOT LT Backup Manager. We can approve critical patches but not monitor backups? Really?

Patch Manager requires you to have the "Manage Groups" permissions whereas plugin like "LTBackup Manager" and "Av manager" requires you to have the system Config permission assigned.

I'm guessing this is still an issue since nobody except the admin can see it in our LT 10 system?
