Allow permission to execute command on client

I'm trying to lock down users and have found that after creating a role with all check boxes except "Super Admin" will not allow the user with this role assigned to execute a command on a client or a sub location of a client. (Right-click on client and the "Commands" option is greyed out)

Can only super admins do this or am I doing it wrong?

Check the permissions tab on the CLIENT level. Be sure that the appropriate User Classes are there too AND the Send Commands checkbox is checked.
